to generate / to be generating
The following sentence is from the media. I think the underlined part should be ‘to be generating’, as the sentence is in the passive voice. Why did the author choose that term?
The endorsement deal - mainly for GM’s aging Buick brand- was believed to generate about $7 million a year for Mr. Woods.

What was the deal believed to do? Your version's OK, but so's the original it's about what the deal generated year after year.
