    Someone's "name" can refer to their reputation. And "folly" is the state of being foolish. So, "may his name survive his folly," probably means "may his reputation survive the foolish things that he does."

    Probably. A less likely interpretation is based on a different meaning of 'folly' - a piece of architecture (usually, but sometimes applied to any foolish venture) that has no useful purpose. In this case the meaning would be 'may he be remembered for something other than this pointless building'.
