In AmE, we use the phrase "wet my whistle" in such a situation. (A person can't whistle if his mouth is dry.) Anyway, it sounds goofy, but if you just need a sip of water or other beverage to moisten your throat or soothe a dry mouth, a typical expression you'd use to explain yourself to your audience while giving a speech would be, "Excuse me, I just need to wet my whistle." Otherwise, out of your choices, "moisten his throat" is correct.
