What does this headline mean "Administration must undue anti-diplomacy abroad"?

Looks like an error.
It could be "endure" or "undo". The text of the article will tell you which it is. It will also tell you what is meant by "Radio Liberty's anti-diplomacy".

I imagine the "undue/undo" typo is much more common in writers who speak with an American accent. In Br English the second syllable has a diphthong.
