This is a question of an English test at schol.
Answer (B) is acceptable in colloquial English, but the correct answer should be:
"Whom is English spoken by?" or "By whom is English spoken?"
You're not wrong. But think of a real case: a journalist wants to interview someone but doesn't speak the language - he will ask 'does anyone here speak English?' The idea of a journalist in this situation saying 'By whom is English spoken here?' is faintly ridiculous- that's why I said B was awkward (a lot of situations depicted in tests like this are awkward, I know).
