Very often I am not sure when and how to put the articles in a sentence. For example, in the following sentence, is it necessary to put "a" before "report", "standard", "local setting", etc. Also, is it proper to have "to" after "include"? For the last sentence in the second bullet, is it alright to use the present tense?
"Specific responsibilities of the Panel include-

- to furnish report on the service review of TU (Training Unit) with recommendations for future service enhancement.
- to help set up standard for best practices in the treatment of students in China by taking into consideration of the unique characteristics of local setting of China. This serves as a useful guideline for future service development and service assurance. "
