I have a question about the reading comprehension exercise "Scottish Independence". The correct answer to question 4 according to this site is "a" before revolution. I don't understand why since the text says that devolution was in the year 1999 and people were polled in 2007 and the result showed 51% support for independence. That was the first time the majority of people wanted independence according to the text. Please help me understand this. I really appreciate it.

While we can have 'a revolution' we can't have 'a devolution' 'devolution' is uncountable, so we have 'devolution'.
