My take on this is: British English has many different accents. In mine I always pronounce the 'r' sound, that is, I am a 'rhotic' speaker. Some areas of Britain do pronounce others don't. What you are perhaps thinking about is Received Pronunciation, which I'm lead to believe is only spoken by 3% of the British population. This was, and perhaps still is by some, considered the 'correct' way of speaking BE.

I wouldn't pronounce the 'r'- I'd use a shwa sound for that syllable. I'm a BE speaker.
