But logically you crack down on something bad, why do people crack down on food safety which is supposed to be good?

I agree with you and that's why I raised this question in the first place. But it was an AP report and the writer's English is supposed to be perfect as I think of him or her and it was not the first time I had noticed this kind of logic error.
The bottomline is nobody would understand it as tampering with food safety. Thank you for your reply.
