I'd like to ask about the meaning of the phrase "buying a new roof".

Contemporary electoral campaigns are impossible without spending significant amount of finance. With the expansion of mass democracy and the gradual introduction of universal suffrage electoral campaigns include the activity practically of all persons willing to exercise their voting rights. While in the 19th century US in political slang the phrase “buying a new roof” was widely used at the second half of the 20 century it was replaced by the expression “buying an election”.

Does the phrase "buying a new roof" means "buying the protection of influential people"?

It seems to me from the context above that "buying a new roof" is an old expression that means using a lot of money to win an election. I imagine one candidate spending $10,000,000 and another only spending $1,000,000 - and the first candidate winning.
