I forgot the exact sentence, but it was in an article about the Nov 26 massacre in Bombay. I looked up "heel" in the dictionary, but I could not see any meaning that would fit in "hero or heel".

I think the expression comes from the 'heel' of a shoe. In other words, a 'heel' is a low, dirty person just as the heel of a shoe is the lowest and dirtiest part of a person's clothing. For some reason, this expression is applied almost exclusively to men, and usually men who are disloyal or deceitful towards women.
