Default is/was the first man

Neil Armstrong is/was the first man to land on the moon.

Which verb is the correct one? I believe 'is' should be used?

You can use either. Just like you would say:
Fyodor Dostoyevsky is/was the author of Crime and Punishment.

we use was because it happens already in past for past things we use was
