Peter has to clean his room, doesn't he? would be the most expected choice.

Regarding the question,
"does he not?" works too.

Why is "have to" a semi-modal? "Semi" implies "resembling."
Could anyone give me an example where "have to" shows characteristics resembling a modal?

Peter has to clean his room, hasn't he?

Re: tag questions
In questions and negatives both the ordinary pattern and auxiliary pattern are accepted. Same with dare, need, used to, ?
Otherwise the ordinary pattern applies.
I live and re-learn.

You see, Clark, it's even different with need. So why shouldn't it be the same with have to? Why do you think have to can't be different too?

Because 'need' has two forms - regular (it has finite forms) and defective (it doesn't have finite forms).
The defective form can't be used in positive sentences and it is followed by a bare infinitive. The regular form is used in all kinds of sentences and is followed by a full infinitive.
You can't say 'I need go there', you'll use the regular form: 'I need to go there'.
The defective form can be followed by a perfect infinitive, while the regular form cannot: You needn't have gone there'. You won't say 'You didn't need to have gone there'.
There are other distinctions.
But 'have to' has only one form, which is not defective and which requires an auxiliary to build up negatives and questions.
