    Default phrasal verb or not

    Hi, I got a question. There´s the "turning round upon" in this sentence : "The cognitive process which is involved in "turning round upon" existing cognitive systems is designed by Smith "Representational Redescription" and is implicated across many domains of cognitive development." Any ideas ? I do not get it. (CZE)

    Could it mean "turning full circle"?


    "turning round upon" means to turn round upon itself, like a circle.
