Lightbulb Dictionaries don't help

I can't find the meaning of the word 'secondee'.
It appeared in a business contract form.
Can anybody explain?

I'm not sure if this is correct or not, but here's what I found: A secondee is 'borrowed' for a period of time without affecting employment status.
