Default Limited Quantity

I don't get how to use this term 'limited quanitity'.

I saw 'Limitd quanitites' on the flyer.

Flyer:

What do these mean?
5-piece Laggage set: $99
1. Limited quantities. (What does it mean with 'quantities'?)

2. Limited quantity. (What does it mean with 'quantity'?)

What do these mean?
3. I saw this on the flyer. (When I use 'on' does it mean I'm looking at the front page of the flyer?)
4. I saw this in the flyer. (When I use 'in' does it mean I'm looking at the pages bwetween the front page and the last page?)

1. The quantities (referring to each individual luggage set) are limited.
2. The quantity (referring to all luggage sets as a whole) is limited.
3. When I use 'on', it means I'm looking on the page, any page.
4. When I use 'in', it means I'm looking inside or in the format of the flyer.

How come they didn't use 'Limited Quanitites'?

1. Yes; 2. No; 3. The entire quantity is limited; There's more than one available; 4. I don't know;5. Use either one.
