It does not need a lot of water to live.

Except for modal and auxiliary verbs and "to be", and in British English sometimes "to have", all English verbs form the negative simple present and past by do/did not + base form (infinitive).
I run -- I do not run
I ran -- I did not run
he runs -- he does not run
he ran -- he did not run
So this is an ordinary negative, with the affirmative "it needs".
