Question What is a grammar construction "is been done"?

I should be very obliged if somebody explains what is a lexic or grammar construction consisted of "is been"+participle (is been + done, brought and so on). Liudmila

Do you mean 'Have/has been + past participle'?

Or maybe is + being + participle: is being done?
