Hello everybody,
do I need a singular or plural verb in the following sentence?
"The two scholars have emphasised what in their opinion has/have been the ideological implications of such a recommendation"

"The two scholars have emphasised what in their opinion has/have been the ideological implications of such a recommendation"

'...emphasised what, in their opinion, have been the ideological implications of...'
The sentence can be rearranged as, 'The two scholars have emphasised what, in their opinion, the ideological implications of such a recommendation have been.

That's quite possible, since the human mind is more ready to apply the verb to be earlier in the act of speech. Grammatically, that seems to be incorrect.
