a university <<< ju: ni ver ci ti the u still sounds like a vowel to me?

Think of it this way: is it u or j that comes first?![]()
'yu', or better 'yoo' is a consonant sound. You need to to consider whether it is a vowel or consonant sound that follows an article, not whether it is an actual vowel or consonant.
