Some people were protesting against building another nuclear power plant in Sellafield in England.

Someone said that he led a campaign and organized a million and a half postcards from different people protesting to Tony Blair and the British government have finally decided to close down the plant.

--- I understand that "organized" means "collected", but why "postcards"?
I know that a postcard is something you send home when you're on holiday, so it's strange to me that the author used the word "postcards".

This is sloppy writing. He didn't organize postcards. He organized people to send postcards.

The postcards you send friends and family are also known as picture postcards. The kind of postcards Tony Blair received had no-nuke messages on them - not pictures of the Eiffel Tower.
