could anyone tell me it is ok to say "formulate" planning or "compose" plannng? even other verbs are more appropriate. What I mean here is I don't know which verb to be used for planning.

The trouble is, you are trying to be redundant. Just use 'plan'. At best, we say, 'the planning was done over the weekend. We planned to investigate the allegations. . .'
