Negative Question, Leading Question

I am using Language Analysis on the phrase "Why don't you...(talk to your mum about it)? I have the following questions on this phras":

1. Does this imply-- why don't you, to get an answer 'why' she/he didn't talk to mum (ex. keeping it a secret from mum)

2. A suggestion (as an idea which came up during conversation)

3. Are there any other analysis of this phrase

Also, is the correct tenses (1) past continuous and (2) present?
