The queue is usually a line formed by people, hence the front of such a line is referred to as point. When talking about a point in space, you use the preposition at.

'in' expresses the situation of something that is or appears to be enclosed or surrounded by something else.

What is surrounding/enclosing the person who is 'front of the queue?
