Default Capitalizaion of a Word ?

Should the following word: Legislation be capitalized in the following sentence:

This will not happen this year but we will move forward with the legislation to priortize Pasco County.

The word legislation is not being described as the United States Legislation. It is only stating the legislation. So would you capitzlized Legislation?

    Thanks!
