And what does "fall on one's seat" mean?

most likely the 'seat of his pants', his butt

although i'm not sure what falling down would have to do with money without more context . . .

He must have had a bad fall and his rear end must hurt a lot. So.....my educated guess is that he lost time off work and therefore lost some of his wages too? (climbing a ladder perhaps?)

The word "vacancy" is used incorrectly in your context. You can say :
Please fill in the blank space/ complete the sentence.
