Worst x Worse

Hello again:
I was reading a book where I could see "worse" and "worst" as adjectives, not in the case of comparative or superlative. So, my doubt is: When they are adjectives, how can I use them?

Example: The question is: "Do you usually shout at children"?
What should I say: "I think it is worse or worst?"

Try,

A. I think the worst thing you could do is shout at children.
=> 'the worst' is a superlative form and it comes before the noun it modifies.

B. Shouting at children just makes the situation worse.
=> 'worse' is an a simple adjective and comes after the noun it modifies.

Examples
My toothache is worse.
The situation is worse.

This is the worst toothache I've had.
This is the worst situation in the word.
