Hi, I know I can say there is an enjambement at lines 9-10.
Is it possible to say there is a metaphot AT line 11 instead of IN line 11?
If yes,why?

You can, if you consider the line a point location rather than an area. In your essay, for consistency ,I would choose one or the other throughout.
You can also say 'there is enjambment between lines 9 and 10'.
