measure up
How will the Secretary General measure up to his new responsiblity?
Does the 'how' here mean 'how good' or 'in what way'?
Thanks!

Peter do you know the school administration has asked the Mathematics teacher to teach English ?
Peter: Really! I don't know how the mathematics teacher would measure up his responsiblity to teach English.
Just an imaginary dialogue using the expression "mesaure upto"
I am neither a teacher nor an expert

It could mean either one, 'how well' (not "how good") or 'in what way/by doing what'.

The question is:
Is (s)he qualified to fulfil the responsibilities that weigh on his/her shoulder?
