In the essay, I have come across an expression "common-ground, common-sense" policies,
whose meaning I really don't understand.

Common sense = down-to-earth logic = simple reason.
-Avoiding tornadoes, volcano eruptions, and large, angry animals is just common sense.
In your context, it's about policies that people will agree on and that will actually work.
