Default or

1-He wants to participate in a political discussion or quizz programme.
2-He wants to participate in a political discussion or a quizz programme.

Which of these sentences means a and which means b:
a-He wants to participate in a political discussion programme or quizz programme.

b-He wants either to participate in a political discussion or in a qyuizz programme.
(The political discussion isn't a programme.)
