Oops! UCSD Sends Acceptance E-mail to Wrong List | NBC San Diego 
Something is not quite right to me:
mistakenly congratulated nearly 29,000 applicants -- 29k fallen applicants got in by mistake"
17,000 students were offered admission for the fall -- failed but admitted
"29,000 hopefuls out in the cold" -- 29k did not get admission but should have?
"including the 29,000 rejects ... welcoming them"
This article with its numbers totally confuses me. I pretty sure it is a mess.
What is your opinion?

29,000 were not to be offered places, but they were added to the list of 17,000 successful ones and so they congratulated 46,000 people iinstead of 17,000.

"17,000 students were offered admission for the fall, leaving nearly 29,000 hopefuls out in the cold." -- I misinterpreted this part.
