On Feb 6, 2002, the former Qiongshan People's Procuratorate approved to arrect Mr Lu. On the same year, the former Qiongshan Public Security Bureau enforced the arrest. Three people involving the case, Mr Wu, Mr Tang and Mr Li, who worked with Mr Lu, were also arrested. On Nov.20, the same year, the branch of Hainan Procuratorate (BHP) initiated a public prosecution against Mr Lu in Hainan Middle People's Court, accusing Mr Lu and others suspecting robbery. On December 23, the branch requested to withdraw the prosecution on the reason that they needed additional investigation. And the withdrawal was permitted by Hainan Middle People's Court. After the withdrawal, BHP handed over the case to the former Qiongshan Public Security Bureau to carry out the additional investigation.
