In BrE, we almost never use the present subjunctive. In both cases I'd say add -s, and in the second example it sounds wrong.![]()
So without -s is right tooIn both cases I'd say add -s,
1. Is it okay if he come? (So in BrE, this is right?)
2. Is it okay if he comes?

3. If he comes here, she will go home.
4. If she were rich, she could buy this coat. (correct)
5. If she was rich, she could buy this coat. (correct)
6. If she are rich, she can buy this coat. (Why is #4 correct, and this is incorrect?)
7. If she is rich, she can buy this coat. (correct)

I don't think you can make an imperative out of 'need' very easily and there's no call for a subjunctive there.![]()
