Default Website localization?

I am not sure if I understand it right ...
I guess "website localization" means to translate an English website into a local language.
But what if we do it the other way round?
For example,
in order to expend its business internationally,
a Chinese website is translated into English.
What's this called then?
Sounds weird if I say website "localization"...
