student used imagining a web design but another said it should be envision a web design plan, who is correct?

To envision something is to see it in your mind. To imagine something is similar, but it does not necessarily imply a visual aspect. For example, you can imagine the smell of chocolate, but you can't envision it.
Neither student is wrong; they are just saying slightly different things.

I'd add that in terms of web design, unlike smells, both are equally correct.
