Default make/give a complaint

I wish to know if it is possible to say "to give a complaint". I know from some grammar books that "make a complaint" is the correct way of saying that but I also found a large number of senteces, especially from Indian sources, using the expression "to give a complaint".

Be careful - Indian sources can be adversely affected by their use of English.

You make complaint/a complaint.
