    Build up (the) City of Evil.

    or

    Build (the) City of Evil up.


    Which sentence is correct? Is it possible to write City of Evil without the ? Is there better word as build up to discribe the process of building a city from one-house "village" to a big city with millions of inhabitants?

    to build up is a separable optional phrasal verb.
    It means the separation is optional when the object is not a pronoun or not a long noun phrase.

    City of Evil is neither a pronoun nor long. The choice is yours whether you split or not.
    You need the article.
