A new bank started up from scratch... OR starting up from scratch???
Talking about a company, a bank in this case (Antares Bank), I am not sure about this sentence.
Antares Bank, a new bank started up from scratch.
OR have I to say
Antares Bank, a new bank starting up from scratch.
????

The bank started up from scratch 6 years ago and it is a normal bank now.

The context is important. In this sentence "started" is needed. As you opriginally asked, it looked like a part-statement - "I worked with xxxx Bank, starting from scratch".
