The first one is emphatic eg.
-- You could have warned me about her light-fingered tendencies!
-- I did warn you, but you can't take a hint!

first one is more often used in response to a query

"Why didn't you warn me about the traffic?"
"I did warn you!"

the second one is used more by itself in an 'i-told-you-so' capacity
