titles: articles and capitalization

Dear all,
I was only wondering about articles and capitalization in titles such as:
Proposal to adopt the Decision on the conclusion of the Employment Agreement..
Please let me know whether all the articles used in the title are correct (that is actually the title of a document) and whether "a" can be used in front of Employment Agreement (although that Agreement is the main subject of the material)..
