A cafe is in the small village.
Hello.
1. A cafe is in the small village.
2. There is a cafe in the small village.
I'm sure that #2 sounds good. What'd you think of #1?

It's perfectly correct, if that's what you're worried about. Beyond that, it's up to the discretion (mood?) of the writer.
For example, when a writer is describing a place, he hates to just keep saying "There is a blah-blah here. There is a blah-blah there. There is a blah-blah on the corner. There is a blah-blah somewhere else," ad infinitum, ad nauseam. Any good writer will look for ways to vary his sentence patterns to make his writing more readable and engaging.
