There is debate at my school as to which is correct
Option A: John has developed slowly some skills.
or
Option B: John has slowly developed some skills.
Please explain.

You cannot put the adverb between the verb and its object.
John has developed slowly.
Option B: John has slowly developed some skills.
Please explain.
He learns English quickly. 
He learns quickly English.
