Default Do you need "to"?

Dear teachers,

In my daughter's English class at her junior high school,
she made quizes.
" Who is the person that we go to for haircut?"
I'm wondering if we need "to".
Can we say
" Who is the perwson that we go for haircut?"
without saying "to"?

By the way,the anwswer is " a hairdresser"

By the way, the anwswer is " a hairdresser"
"to" is needed. In that context, "go to" is short for "go to get", like this,

Who do you go to (to get your hair done)?

The words in brackets can be omitted.
