Hello!
Can the verb "describe" mean "develop", "create" ? 
This is the sentence:
"To reduce the complication rates associated with this technique, peribulbar block was later described, whereby anesthetic solution is injected around ( but not within) the muscle cone."

No, the peribulbar block was developed first, and then described in a journal. "Described" in sentences such as this means that, after the creator has developed and refined the technique, s/he describes it to others.
