    Default Usage of 'over'

    Husband: Why is there no sugar in the tea?
    Wife: No more sugar left in the house. It's over. Got to get it from the store.


    Can I use over in this sense?

    Customer: Please get me some soup.
    Waiter: I'm afraid it's over.


    Does it's over mean there's none left in the restaurant to serve the customers?

    Sorry - neither of these is ok.


    Wife: No more sugar left in the house. It's finished. I need to buy some more.

    Customer: Please get me some soup.
    Waiter: I'm afraid it's off [the menu]. We have none left..
