Question why is 'reunite' in passive voice?

Hello! I don't understand why 'reunite' is in passive voice. I would use in active voice. Could you explain to me? Thank you!

"Reunite" has one subject (the person responsible for arranging the reunion) and two or more objects: S reunites O1 with O2. The father, in this case wants to be O1, with his daughter as O2. Neither of them is S.
