I've often seen the first sentence but without the word 'road'. Is the inclusion of 'road' needed. However I always write "He met with an accident" without the word 'road'. I now think that it is important to use an adjective after 'accident', otherwise it could be any other type of accident.

Yes, you are correct. An accident is a specific, identifiable, unexpected, unusual and unintended external action which occurs in a particular time and place. It can occur on the road, rail, Air or ship or even at the place of work or home and each type of accident is different from the other. It can be minor or serious. So to describe an accident you have to use an adjective as well as adverb also. Such as : He met with a very serious accident on the road.
