On page 42, there is a list of categories for number concord. The OP's sentence belongs to none of these categories. Or rather, wait a minute ... actually it does.
A: some words (phrases) ends in -s but represent a single thing. 
Not only form, but also sense may govern number concord in the OP's sentence, in my opinion.
