Maybe someone is indoors and needs to go outdoors (come out) to see somebody else.

Let's make it easier by changing the phrasal verb 'come out' to 'come'.
"would have come" is the past tense of "would come". "Come" is both the bare infinitive, the present form as well as the past participle.
Consider:
"would have eaten" is the past tense of "would eat". Here, the past participle of eat is eaten.
Your original question suggests that you are looking at it as "I would [have come]".
Try I [would have] [come].
I would come if you wanted me to.
I would have come if you had wanted me to.
I would eat this if I was hungry.
I would have eaten this if I had been hungry.
